   The "contract" was by Executive Order through the CIA-U.S. Naval Intelligence Offices in "Chicago" ...of Henry Hyde, directed to a Commander McDonnald who "picked up the contract" to torture my husband from August 29th through Sept. 5th 1994 (this has been reported back to me by Russells' men).
  While the SOCIAL SECURITY transaction was in process of conclusion, 1993 94 "Russell was thought to own something he did not own"...He was kidnapped and tortured. His torture consisted of being;
