ILLINOIS OFFICIALS IN PRISON: WHO KNEW & WAS ORDERED "DO NOT INVESTIGATE?"

1993. Russell Herman reported his KIDNAPPING & TORTURE to the SWANSEA ILLINOIS FBI OFFICE. Russell was told:

"We realize you were kidnapped, taken across state lines into Missouri without your authorization. We realize you were tortured during the kidnapping episode. However; Mr. Herman, in your instance, we do not have the funds allocated to investigate and prosecute these individuals because we have just used up all our allocated funds opening our new offices in Moscow."

For years I have asked for a full, formal, federal, Congressional Investigation into the MURDER of RUSSELL HERMAN.

For years I asked ILLINOIS OFFICIALS to investigate the KIDNAPPING & MURDER of Russell Herman, and they either were told "Do not investigate" or responded with "This is not an area of our jurisdiction"... Some of these individuals such as GOV. RYAN was investigated by Patrick Fitzgerald for Criminal Activity and are now in prison. Unfortunately; THE INVESTIGATION did not go deep enough.

  Recently I received a letter from U.S. Senator Charles E. Grassley dated October 28, 2005

   I have been in touch with the Federal Bureau of Investigation regarding your concerns about the death of your husband, Russell. I have enclosed a copy of the reply sent to my office.

     This is in reply to your August 26 letter on behalf of Ms. xxxx x. Durham, who has once again contacted you about the death of her husband, Russell Herman aka Russell Herrman.

     Our records show that over the past ten years, the FBI has received numerous contacts from Ms. Durham, as well as inquiries on behalf from elected representatives, regarding her allegations that her husband was murdered. In response, we have advised her that in order for the FBI to initiate an investigation of any complaint we receive, specific facts must be present to indicate that a violation of federal law within our investigative jurisdiction has occurred. Our reviews of the information she has provided over the years, including her present communication to you, have identified no specific, factual information to indicate that a violation of federal law within the investigative jurisdiction of the FBI has occurred or upon which to base an FBI investigation. It should be noted that in 1995, an inquiry by our Springfield, Illinois, Office determined that Ms. Durham's husband, had in fact, died of cancer. We are, therefore, unable to be of assistance to Ms. Durham.
     I hope this information will be helpful to you in responding to Ms. Durham

Yes. It is true I contacted the Springfield Illinois Offices of the FBI in 1995 and provided them with the photos of Russell's body and evidence of Violations of the Lindburg Act (Kidnapping) and more than sufficient medical verification & documentation on VA letterhead stating "gastrointestinal obstruction" (no mention of cancer at all) for commencing a full, comprehensive, forensic investigation could be conducted (also provided to U.S. Senator Charles Grassley's Office);
And I also contacted the Illinois Attorney General.
      1. I received a royal chewing out from the FBI who stated they did not have the funds to investigate and prosecute; And
      2. The Illinois Attorney General wrote a letter stating: "We do not investigate Criminal matters unless referred to us by the Illinois State Attorney. sic"..
      3. The report had been filed with the Illinois State Attorney in Washington County, complete with evidence of a kidnapping, copies of the 'intent to terminate Mr. Herman' in Russell”s own hand writing see:

      4. The FBI and DoJ, US SECRET SERVICE were further provided with hard, irrefutable, undeniable evidence of Kidnapping, Torture and the ultimate DEATH of CIA OPERATIVE Russell Herman and FORGERY, COUNTERFEITING OF U.S. DEBT INSTRUMENTS in violation U.S. CRIMINAL CODES of 18 U.S.C. Stat. 471 and RICO STATUTES . This was denied Investigation because their only area of jurisdiction was "to protect the president of the United States."

All things being equal..
