August 4, 1999. For the first time in 25 years, the US Government plans to reduce the size of national debt.
   The news represents a transformation of US budget position, after struggling with huge deficits for most of the last decade.
   And it comes as a ripost to Republican plans to use the budget surplus to fund more tax cuts.
The last time the US tried to reduce it's debt was in 1972.
   It now says it will begin repurchasing Treasury bonds before they fall due, as early as next February, cutting back on the $3.6 trillion (2.4 trillion pounds sterling) it owes to the public."

THE US & AMERICAN CONTINENTAL DEBT was paid by DEBT SWAP-DEBT CONVERSION by THE DURHAM HOLDING TRUST May 2003 in the amount of $6.5 Trillion American Gold Dollars.

The White House signed off, The U.S. Treasury signed off, the Fed. R. signed off, London House signed off and the CIA in "Spain" also "signed off" as "accepted." By June 19, 2003, the global markets could not figure out where all the unlimited funds came from that brought the Stock Markets back to life.

The "Specific Performance" conditions of PAYMENT OF DEBT were ignored while the collateral documents were rolled for 1 year and 1 day by those who "signed off."

The AL QAEDA, ALL KADA, MILF ..UNDERWRITERS and THE PRESENT & PAST ADMINISTRATIONS colluded and conspired to deliberately defraud these poor Muslim people out of their GOLD by putting out COUNTERFEIT U.S. DEBT INSTRUMENTS and alleging these instruments would be collectable from the U.S. Treasury/Fed. For his participation "KJ" was to receive an appointment to THE WORLD BANK y2005.

Such is the title of the lead article by Jeffrey Steinberg of the 26 August issue of Executive Intelligence Review magazine—a dramatic exposé of Vice President Dick Cheney's plot to launch a nuclear strike against Iran, in alleged response to a staged "new 911" attack upon the U.S., perhaps within the next several weeks.

The blockbuster article "names the names" of leaders of the lunatic "Mind War" faction of the U.S. military involved in this plot, which is ensconced within the U.S. Army's Special Operations section. It is typified by Military Intelligence's Colonel Michael Aquino, accused pedophile and founder of the satanic Temple of Set, the successor to Anton Szandor LaVey's Church of Satan. Aquino has been intimately associated with STRATCOM, the U.S. military's nuclear Strategic Command at Offutt Air Force Base in Nebraska, which, at Cheney's direction, has drawn up plans for the nuclear strike on Iran.

Aquino is no "loose cannon": others identified with this New Age, parapsychology, remote viewing, telekinesis and Mind War faction include Gen. Peter Schoomaker, the current U.S. Army Chief of Staff; Gen. Albert Stubblebine III, former head of the U.S. Army Intelligence, INSCOM (Intelligence and Security Command), who believes he can walk through walls; Gen. Wayne Downing, former Commander-in-Chief of the U.S. Special Operations Command and National Director and Deputy National Security Advisor for Combating Terrorism for the Bush-Cheney White House until June 2002; and Gen. William Boykin, former Commanding General of the U.S. Army Special Operations Command (Airborne) at Fort Bragg, North Carolina.

Under the direction of Gen. Boykin, this "spoonbender" faction developed the torture techniques used at Guantanamo Bay, Abu Ghraib and elsewhere, including, as is now emerging, rape, sodomy and torture far more horrific than has been exposed thus far. Aspects of these "spoonbender" torture techniques have been applied to Australia's own military, as recounted in The Australian of August 20.

Accompanying Steinberg's lead article in this issue of EIR are two others:
